FPH Leadership Learning Framework
Leadership that holds the internal foundation and the external world together.
A K-12 district diagnostic and development journey built around 12 elements of leadership — five inside the organization, seven in the world beyond it — so growth plans are built on where a district actually stands, not where a plan says it should.
The Framework
Twelve elements, two environments.
The FPH Leadership Learning Framework separates what a district controls directly from what it must navigate around it.
Internal Environment
The organization’s foundation — what the district controls directly and builds from within.
5elementsExternal Environment
The world the district leads within — the forces it must navigate and respond to.
7elementsThe Journey
From current-state to a leadership growth plan.
Every engagement moves through the same arc — starting with an honest look at where things stand today. Select a phase to see how it works.
Leaders complete the Current-State Assessment — a rating and reflection question for each of the 12 elements, answered as things actually are today.
Responses are plotted on two quadrants — Internal vs. External priority, and Current-State Maturity vs. Change-Readiness — benchmarked against peer districts.
An FPH consulting lead reviews the diagnostic with district leadership and shapes a development plan around the highest-leverage elements.
Coaching, capacity-building, and follow-up measurement move the district’s maturity and change-readiness forward, element by element.
How We Can Help
Most districts are strong in some elements and blind to others — the framework shows you which.
-
1
See the full picture, not just the loudest signal
Strength in the internal environment can mask exposure in the external one — and vice versa.
-
2
Prioritize with evidence, not instinct
The Priority Quadrant shows exactly where internal and external attention is most needed, so investment goes to genuine gaps.
-
3
Know if the district is ready to change
The Benchmark Quadrant pairs current-state maturity with change-readiness — because capability without readiness stalls, and readiness without capability burns out.
-
4
Benchmark against peers
Results are shown alongside illustrative peer districts, so leadership can see where they stand beyond their own four walls.
